The City of Orlando launched a two-tier ADU incentive program in 2026, funded at $1.5 million through the end of 2027. The program is available to property owners inside Orlando city limits who complete an ADU permit and, for the larger Tier 2 rebate, agree to rent to an income-qualified tenant. City Planning Director Jason Burton told ClickOrlando the city was “kind of missing all that incremental development, that latent demand for accessory dwelling units.”
Tier 1: Permit fee rebate (no income requirement)
Available to all Orlando ADU permit applicants:
- 100% rebate on city permit fees: approximately $450–$1,050 depending on unit size
- Impact fee rebate: up to $3,345 (school + transportation component)
- No tenant income qualification required
- Applies to permits issued during the program period
Tier 2: Construction rebate ($10,000)
Available when the ADU is rented to a household at or below 120% of Area Median Income:
- $10,000 lump-sum construction rebate
- Tenant must qualify at ≤120% AMI
- Rental requirement: at least 12 of the first 24 months following Certificate of Occupancy
- Exception: tenants aged 62+ are exempt from the income qualification requirement
Combined maximum
A qualifying Tier 2 project can receive approximately $13,000–$14,400+ in total incentives between the permit fee rebate, impact fee rebate, and construction rebate.
Funding status
The program is funded at $1.5 million on a first-come, first-served basis. Availability should be confirmed before relying on the rebates in a project budget.
