Marion County has among the lowest combined permit and impact fee burdens in Central Florida. Marion’s ADU framework is also more flexible than its neighbors: no explicit size cap in most rural residential districts, and owner-occupancy is not required. For homeowners in Ocala and the surrounding unincorporated county, the regulatory picture is comparatively friendly.

Sumter County uses a “Family Accessory Cottage” framework with a required family relationship affidavit at application. Impact fees are moderate. The affidavit requirement means the ADU occupant must be related to the property owner. Non-family rental is not a permitted use under the current framework.

Clermont (Lake County)
Estimated total: $2,800–$4,200, reduced from standard by Ord. 2026-001
Clermont’s Ordinance 2026-001 (January 13, 2026) cuts city-collected ADU impact fees to 25% of the standard rate. Standard Lake County impact fees for a typical ADU run $9,286–$14,603; at 25%, the burden drops to roughly $2,300–$3,700 plus permit fees. Clermont’s cost profile is now meaningfully better than unincorporated Lake County for anyone whose parcel sits inside city limits.

Lake County (unincorporated)
Estimated total: $3,000–$4,500
Lake County’s base fee structure is moderate. The more binding constraint in unincorporated Lake County is not the fees but the kitchen prohibition: the county’s guest-house framework historically prohibits independent kitchen facilities, making ADUs non-functional as self-contained rentals. Orange County (unincorporated)

Orange County’s impact fees are driven primarily by the Orange County Public Schools (OCPS) fee, which is assessed on every new dwelling unit regardless of whether school-age children occupy it. The school fee alone can run $4,000–$5,000 for a single-family equivalent unit. Transportation and other impact fees add to that. Properties inside Orlando city limits are subject to different (and potentially lower after rebates) fee schedules.

Orlando (City)
Estimated total: $4,000–$7,000 before rebates; significantly lower with incentive program
Orlando city limits have their own fee structure separate from unincorporated Orange County. The 2026 ADU Incentive Program offers a 100% permit fee rebate ($450–$1,050) plus an impact fee rebate of up to $3,345 for all applicants. An additional $10,000 construction rebate is available for income-qualified rentals. Combined, a Tier 2 qualifying project can receive $13,000–$14,400+ back, which brings the net fee burden close to zero for qualifying projects.
The program is funded at $1.5 million and is first-come, first-served. Confirm availability before relying on rebates in your budget.

Osceola County (unincorporated)
Estimated total: $24,000–$30,000+
Osceola County’s transportation/mobility fee increased approximately 117% in 2025 and now runs approximately $21,710 for a single-family equivalent dwelling unit. Combined with school, fire, parks, and library fees, the total impact fee burden for a new ADU in unincorporated Osceola County is among the highest of any jurisdiction in Central Florida, potentially exceeding $25,000–$28,000 before permit fees.
This number surprises most people who’ve researched ADU costs nationally. Verify the current fee schedule with Osceola County Community Development before committing to any project in this jurisdiction.

Kissimmee (City)
Estimated total: $26,000–$32,000+
Properties inside Kissimmee city limits owe both Kissimmee city impact fees (police, fire, and parks; approximately $2,940 per new residential unit) and Osceola County impact fees. The county’s transportation fee alone (~$21,710) makes the combined burden one of the highest in Central Florida. Kissimmee also requires a Conditional Use Permit with a public hearing before any ADU can be approved, adding time and cost before construction even begins.
