Central Florida ADU Rules by County

Current ADU ordinances, permit processes, and fees for every county in Central Florida.

Florida ADU rules are set at the county level for unincorporated parcels and at the municipal level inside city limits. This section covers the nine counties that make up Central Florida. Each page summarizes the current ordinance, the permit process, and typical fees and timelines.

Because Florida’s 2026 ADU preemption bill (SB 48) did not become law, counties remain governed by their own land development codes plus the longstanding optional pathway in Fla. Stat. § 163.31771. For the statewide legal picture, start with our pillar on Florida ADU law in 2026 (or in Spanish). For the post-mortem on the failed preemption bill, see why SB 48 died.

If your parcel is inside a city’s limits, start with the county page to orient yourself, then check the linked city rules. When city and county rules conflict, the city rules govern inside city limits.
